Site selection for a campus this size comes down to three constraints that matter more than anything else: power availability, water access, and logistics.
Power
A terawatt-scale campus needs a power interconnect capable of scaling well beyond what a typical industrial site requires. Grimes County sits within reach of transmission infrastructure that can be built out in phases alongside the campus itself, rather than requiring a multi-year grid upgrade before groundbreaking.
Water
Fabrication is water-intensive, and cooling at this scale compounds that. We evaluated sites against water rights, aquifer capacity, and, critically, the ability to build closed-loop water reuse into the plant design rather than bolting it on later.
Logistics
110 million square feet of cleanroom and support space needs a construction logistics plan that can move heavy equipment and materials in without bottlenecking the local road network for years. Proximity to existing freight corridors made Grimes County a clear choice over sites that looked better on paper but would have strained local infrastructure during the build.
